ZDC 4-702. General Landscape Standards.

D. Ground Cover. Other than pathways, light standards, walls, fences, trees, and furnishings, landscape areas shall be planted with vegetative ground cover or contain other ground cover materials approved through development plan review.

A common example:

A common violation for this code is an island in a parking lot with less than 5 pieces of vegetation. The violation in this scenario is not having the appropriate amount of vegetation defined by the development plan review.
