In addition to the above, a general plan will guide the formation of more specific plans such as master plans, character area plans, and infrastructure-related plans. For example, master plans for a specific topic, like Tempe parks, identify the actions needed to meet what is envisioned in the general plan and recommend what is required in terms of design, policy, code, regulations, and more to achieve that vision. Master plans serve as the foundation for city investments and also help in seeking state grants, federal grants, and planned capital improvements.

On a broader level, the general plan also serves as a reference document for zoning requests, economic development decisions, and for the design of roads, parks, paths, and public facilities. Before approving development plans, the general plan is referenced to ensure that the development proposals are consistent with the goals, objectives, and projected land use and density desired by the community.

General Plan 2040 is currently in use by the City of Tempe. 

Tempe prepared Tempe Tomorrow - General Plan 2050 with extensive public input. This process included creating a Community Working Group (CWG) and a Technical Advisory Group (TAG) which provided continuous input, advice and feedback. The Plan was prepared based on the General Plan 2040 and by being inspired by the public input and aspirations. The Plan was adopted by the Tempe City Council on August 24, 2023. It will go for voter ratification on March 12, 2024.

The GP 2050 Public Involvement Plan shares the approach on how the City ensured that all Tempe residents had an opportunity to weigh in on the development of the General Plan 2050.

In March 2022, the Tempe City Council adopted a Public Involvement Plan for GP 2050. To comply with the plan, the city formed a Community Working Group to ensure multifaceted and inclusive community engagement for the development of the plan. The working group includes residents, business owners, and professionals from different geographic areas of Tempe and embodies diverse skills and backgrounds representing the larger community. This group guided and advised staff during the development of the General Plan.

Responsibilities of the Community Working Group

• Attendance and active participation at monthly Community Working Group meetings scheduled from August 2022 through May 2023
• Attendance at two public hearings for the General Plan 2050 before the Design Review Commission
• Attendance at a broader community meeting .
• Communication with friends, neighbors, and co-workers to understand and gather community concerns and aspirations and share that feedback as they relate to the various elements of the General Plan

The Chair has the following additional responsibilities:

• Review the agenda and materials prior to distribution
• Call the meeting to order, call for approval of minutes, assist in the management of order during the meeting so that agenda items can be completed on time.
• Ensure that all the members have the opportunity and encouragement to participate in open discussion.
• Attend the City Council Hearings (2) for the approval of the General Plan 2050.

Because of their participation in the GP 2050 process, members were expected to help generate community-wide support for the General Plan 2050 during the Council adoption in August 2023. They are expected to do the same for the planned citizen vote in March 2024. 

Mayor and Council formally appointed the members after a review of the applications. The membership was drawn from Tempe residents and businesses ensuring representation from all Tempe zip codes and Character Areas. The CWG will sunset on December 31, 2023.
